In recent years, some rumors about international students in China have been widely circulated, inciting nationalism among Chinese people. These rumors include the following ones, which this article will explain and break down one by one.
R1-Most of international students are Africans, and they receive a high proportion of awards.
According to the Statistics of Studying in China in 2018 on the official website of the Ministry of Education of China
Therefore, the proportion of African students in total is far lower than most Chinese think. The claim that overseas students are flooded with Africans is not justified by its spreader, but just a rumor. According to statistics, by as early as 2005, the number of self-financed overseas students from Africa in China had exceeded that of scholarship students.
R2-These international students all enjoy high scholarships provided by the Chinese government, with the amount even reaching more than 100,000.
Studying in China in 2018 on the official website of Ministry of Education of China also mentioned:
There are 63,041 Chinese government scholarship students, accounting for 12.81% of the total number of students coming to China; there are 429,144 other international students, accounting for 87.19% of the total number of students coming to China.
So in fact, the number of international students who received scholarships is very low. The budget of the Ministry of Education of China lists clear figures for the expenditure on international students, which was 3.32 billion yuan in 2018. The number of scholarship students is 63,041, with an average of about RMB 50,000 per person.
It is also worth noting that international student programs are almost always profitable.
First, self-financed international students in China generally have to pay much higher tuition fees than Chinese students. Take Peking University as an example, its tuition standards for international students are as follows
The cost of accommodation for international students is also much higher than that for Chinese students
In terms of tuition alone, there are about 3,500 long-term international students at Peking University. If all tuition fees are paid, the income will be 100 million yuan. And it is not hard to find in the annual budget of Peking University that the expenditure on international students, which includes scholarships such as living expenses, tuition fee waiving and other possible items, is 55.57 million yuan.
R3- The "Chinese Government Scholarship" is only one type of scholarship provided by the Chinese central government, and there are others. For example, "Great Wall Fellowship", "University Independent Enrollment Scholarship", "ASEAN Scholarship", and so on.
"Great Wall Fellowship", "ASEAN Scholarship", "University Independent Enrollment Scholarship" and so on are all sub-items of the "Chinese Government Scholarship"
R4-In addition to the scholarships provided by the central government, local governments have also established scholarships. Therefore, after taking this part into account, the vast majority of international students can get a scholarship of 60,000 to 100,000 yuan.
The central government accounts for the main part of the expenditures on international students, but it is not easy to find government statistics in each region. Take Beijing and Shanghai as examples (most of the foreign students in China are in Beijing and Shanghai). The local governments of Beijing and Shanghai have provided scholarships totaling 134 million yuan for foreign students in China. This is far less than the “Chinese Government Scholarship”.
It should be noted that :
1. Scholarship coverage for international students of all types is almost certainly less than 20%.
2. 80% of African students are at their own expense.
3. International student programs make money, not lose money.
